Continuous Evaluation for the AI That Drives the Tractor, Diagnoses the Crop and Proves Where It Came From

AxiSentinel extends continuous AI compliance evaluation to growers, agribusinesses, machinery makers, drone operators, agri-input companies, commodity traders and the lenders and insurers who finance the farm: the AI that steers the autonomous tractor, flies the spray drone, diagnoses the crop, recommends the fertilizer rate, proves a shipment is deforestation-free and scores the farmer’s loan, evaluated against the machinery, drone, data, supply-chain and AI rules of every market the crop is grown in and sold to.

What's Changing

Agriculture Just Became an AI Governance Problem

Farming has quietly handed a growing share of its decisions to AI: tractors that steer themselves, drones that spray, models that diagnose a crop from a photo and recommend the fertilizer rate, satellites that check the field against the subsidy claim. Until recently none of it was regulated as AI. Between 2024 and 2028 machinery law, drone law, data law, deforestation law and the EU AI Act all reach the farm gate.

Jan 2024
CAP Area Monitoring System Fully Operational
Every EU Member State must now run satellite-based monitoring of farmland, built on Copernicus Sentinel data, to check the claims behind Common Agricultural Policy payments.
Aug 2025
FAA Proposes Part 108 for Beyond-Visual-Line-of-Sight Drones
The proposed rule would replace case-by-case waivers for long-range drone operations, the operating model large-acreage crop scouting and spraying depend on. The final rule is still under White House review.
Sep 2025
EU Data Act Applies to Connected Farm Machinery
Farmers gain the right to access and share the data their connected tractors, harvesters and sensors generate, including with a competing service provider.
Dec 2025
EUDR Postponed Again, Drone Spraying Reform Proposed

20 Jan 2027
EU Machinery Regulation Applies
Machine-learning safety functions need notified-body assessment, and autonomous mobile machinery must stay safe within a defined working area under a supervisor’s control.
Dec 2027
EU AI Act High-Risk Rules for Credit and Workforce AI
Creditworthiness scoring of farmers who borrow as individuals and AI used to manage farm and harvest workers become high-risk, with AI in machinery following on 2 Aug 2028.
Agriculture crossed from an agronomy question into an AI governance problem the moment regulators started asking what the autonomous machine saw, why the model recommended that rate, and how anyone knows the field was never forest.

The coverage gap

Machinery makers, drone vendors, analytics platforms and traceability providers each report on their own systems. No one evaluates the whole stack, from the machine in the field to the commodity at the border, with evidence a regulator, a buyer or a lender would accept.

Every rule that touches a machine, a field or a shipment

Agricultural AI sits under machinery safety law, drone law, data law, supply-chain law, credit law and AI-specific law, in every market a crop is grown in and sold to. AxiSentinel tracks every layer and builds RegDef packages the moment a rule is stable enough to evaluate against.

European Union
EU AI Act
Live Binding

The first horizontal AI law, applying in phases to AI a farm business deploys toward workers and borrowers and to AI built into the machines it sells, as amended by the Digital Omnibus, Regulation (EU) 2026/1744.

  • Transparency, since 2 Aug 2026: agronomy chatbots and AI advisory assistants must disclose they are AI.
  • High-risk, from 2 Dec 2027: creditworthiness scoring of individual farmers and AI used to hire, allocate tasks to and monitor farm and harvest workers.
  • AI in machinery, by 2 Aug 2028: AI in autonomous tractors, harvesters and farm robots is governed through the Machinery Regulation, with AI requirements added through delegated acts.
AxiSentinel coverage: live in the RegDef library today.
European Union
Machinery Regulation (EU) 2023/1230
Live Binding

Replaces the Machinery Directive from 20 Jan 2027 with no transition period, and writes autonomous mobile machinery and machine learning into EU machinery safety law for the first time.

  • Autonomous mobile machinery: must operate safely within a defined working area, with a supervisor able to stop, restart or move the machine to a safe position.
  • Third-party assessment: safety components with self-evolving behaviour using machine learning, and machinery embedding them, need a notified body.
  • Decision logging: data on each safety-related decision must be recorded, and safety-software versions traced for five years.
AxiSentinel coverage: tracked, RegDef package build scheduled.

ISO 18497-1:2024, Autonomous Agricultural Machinery Safety
Standards

Published July 2024, replacing ISO 18497:2018, it sets safety design principles for partially automated, semi-autonomous and autonomous tractors and agricultural machinery.

  • Design principles: hazards from intended use and reasonably foreseeable misuse of automated functions.
  • User information: residual risks of autonomous operation must be documented for the operator.
AxiSentinel coverage: tracked.
European Union
EU Deforestation Regulation (EU) 2023/1115
Live Binding

Applies from 30 Dec 2026 to large and medium operators and from 30 Jun 2027 to micro and small operators. The Commission’s May 2026 simplification review left these timelines unchanged.

  • Seven commodities: cattle, cocoa, coffee, oil palm, rubber, soya and wood, and products made from them.
  • Geolocation for every plot: proof the land was not deforested after 31 Dec 2020, the evidence satellite and AI land-cover analysis now supplies.

For Investors

An assurance category agricultural AI has never had

Agriculture is automating faster than its evidence practices, and the rules governing autonomous machines, deforestation-free sourcing and farm data all land between 2024 and 2028. AxiSentinel’s architecture already does this for software AI; agriculture is a new RegDef surface on the same platform, not a new product.

The commercial logic, stated plainly

  • Farm machinery is becoming autonomous, and the law has noticed: the Machinery Regulation, the EU AI Act and ISO 18497 all now address machines that steer, detect and decide on their own.
  • Deforestation evidence is a market-access condition: from 30 Dec 2026, commodities without plot-level geolocation and deforestation-free evidence cannot be placed on the EU market.
  • Satellites already decide payments: the CAP area monitoring system uses classification models to check aid claims on every declared parcel, and a grower needs evidence when a model gets a field wrong.
  • Same platform, new asset class: RegDef packages for machinery, drone, supply-chain and agronomic AI slot into an architecture already live for software AI, no separate product build required.
  • Compounds with existing verticals: the same evidence that covers a client’s credit, insurance, robotics and food-processing AI extends from field to factory at effectively zero incremental engineering cost.
  • TIC industry precedent: a $254B+ inspection and certification industry has never had a platform for continuous AI assurance across autonomous machines, field analytics and commodity traceability.

The honest risk picture

  • Accreditation in process.
  • Agriculture-specific RegDef packages are tracked, not yet built. Machinery Regulation, EUDR, Data Act and drone-operation evidence packages depend on harmonised standards, delegated acts and implementing guidance outside AxiLayer’s control.
  • The agricultural rulebook is still moving. The EUDR has been postponed twice, the EU drone-spraying exemption is still in negotiation, and the FAA’s final beyond-visual-line-of-sight rule has not been published.
